We work with customers to identify the most appropriate business case format aligned to the decisions they need to make and the relevant assurance and approval routes that need to be followed.
Development of a business case is not just about producing a final product. It’s a dynamic and iterative process – a journey of exploration, analysis, collaboration, and adaptation that shapes decision-making and drives organisational change. We can also coordinate the whole process, defining the critical path and working with your in-house workstream leads (clinical, workforce, digital, estates, procurement, finance etc) to secure the business case inputs. We regularly work alongside customer’s external contractors including legal, healthcare planners and architects, and consultation experts.
Our strong programme and project management approach helps keep delivery on track.
We also regularly lead on delivery of underpinning activities such as demand & capacity modelling, population health insights, stakeholder engagement, equality impact assessments and economic modelling using the Comprehensive Investment Appraisal (CIA) and NHS Digital models.
Our support extends beyond the point of submission, and we continue to work with customer teams to navigate the assurance and approval process, responding to feedback and refining the business case for successful approval.
We can have regularly supported the transition between business case stages (e.g. SOC to OBC and FBC) initially providing a gap analysis against the relevant guidance and assurance feedback to inform the work required to progress to the next stage of the business case process.
Capital Investment – we typically follow HM Treasury Green Book guidance to develop a five-case model business case, tailored to deliver a business case that is proportional to the level of investment being sought. These can range from short form business cases to the full sequence of Strategic Outline Case-Outline Business Case-Full Business Case as well as overarching programme business cases.
Delivering Service Change – aligned to our Clinical Redesign process we follow NHS England’s guidance around “Planning, assuring and delivering service change for patients”. We help organisations to navigate the NHS England assurance phases through initial development of Service Change Proposals (Stage 1 – Strategic Sense Check), development of a pre-consultation business case (PCBC) for Stage 2 Assurance and progression to a decision-making business case (DMBC) following consultation.
