Gateway 5 Review: Greater Manchester Mental Health NHS Foundation Trust North View

Overview

The Director of Capital, Estates and Facilities at Greater Manchester Mental Health NHS Foundation Trust (GMMH) commissioned the Transformation Unit to conduct a Gateway 5 Review of North View – a newly built, 150-room adult mental health inpatient hospital. This £105.9 million capital investment replaced the outdated Park House unit on the North Manchester General Hospital site. 

Our client, who had served as Project Director for North View, sought independent assurance that the benefits outlined in the Full Business Case were being realised. Specifically, the objective was to assess delivery confidence across six key dimensions and meet NHS England’s requirement for external peer review. The six dimensions were scored on a scale of 0-2 based on how compliant they were. These scores were then collated to produce an average score out of 10:

📘 StrategyEnsures the project still aligns with strategic objectives and delivers the long-term benefits it was designed to achieve.
💷 EconomicExamines whether the project continues to deliver value for money and whether its benefits outweigh its costs.
🏛️ CommercialReviews the effectiveness of commercial arrangements, contracts and supplier performance now the project is complete.
📊 FinancialEvaluates whether the project stayed within budget and whether ongoing financial commitments are being managed properly.
🧭 ManagementAssesses how well the project has been governed and managed, including risk management and operational readiness.
🎨 DesignConfirms that the final design meets user needs, supports safe and effective service delivery, and aligns with the original brief.

What is a Gateway Review? 

Gateway Reviews are structured, independent assessments carried out at key stages of major public sector programmes and projects.

They are designed to: 

  • Provide assurance to senior stakeholders 
  • Identify risks and opportunities early 
  • Improve confidence in delivery 
  • Support benefits realisation 

A Gateway 5 Review takes place after project completion and focuses on whether the intended benefits have been delivered, what lessons can be learned and how future projects can be improved. It is a vital part of the project lifecycle, especially for high-value capital investments. 

The Challenge 

Park House had long been considered functionally unsuitable. GMMH secured capital funding to demolish the facility and build a modern replacement on an adjacent site. Gateway Reviews were conducted throughout the business case process, culminating in this Gateway 5 Review following the hospital’s official opening in November 2024 and project closure in early 2025. 

GMMH commissioned the TU to carry out the Gateway 5 Review to confirm that the strategic and operational benefits of the investment had been delivered and to support the formal Post-Project Evaluation process. 

Our Approach 

Over a one-month period, we adopted a multi-method approach to ensure a robust and comprehensive Gateway 5 Review of the North View project. This included: 

  • Site Visit – A detailed inspection of the newly developed facility to assess its functionality and alignment with project objectives. 
  • Stakeholder Engagement – 17 structured interviews with a diverse range of stakeholders involved in planning, delivery and completion. 
  • Documentation Review – A high-level assessment of governance documentation and the Full Business Case to validate progress and ensure accuracy of updated scores. 

These activities enabled us to build a holistic understanding of project delivery and any ongoing challenges. We scored each of the six Gateway dimensions – strategy, economic, commercial, financial, management, and design – and produced a final delivery confidence rating. We presented our findings in the form of a detailed Gateway 5 Review report. 

The Outcome and Impact 

North View received an outstanding overall score, with no mission critical issues identified. GMMH presented the final Gateway report to the GMMH Strategic Investment Group and this formed a key part of the benefits realisation and lessons learned process. The review commended: 

  • The high-quality design and functionality of North View. 
  • The strength of project leadership and governance. 
  • The potential for wider learning across the NHS from the North View approach. 

The Gateway 5 Review offered a measured assessment of the North View development, highlighting its progress toward key strategic objectives and its contribution to improved outcomes for both patients and staff. The new facility offers: 

  • A safer, more therapeutic environment for adults with mental health needs. 
  • Improved privacy, dignity, and recovery-focused care. 
  • Enhanced working conditions for clinical teams, supporting recruitment and retention. 
  • A blueprint for future mental health infrastructure projects across the NHS. 

The Gateway 5 Review provided independent assurance of the success of the North View project and satisfied the NHS England requirement for peer review.
